Advantages of Using a Framework for Public Organisations

Procurement isn’t cheap and having to comply with OJEU rules and regulations often means employment of an expensive consultant to manage the process, not to mention the hidden cost of staff having to organise and score the tender process. By using an existing framework all the hard work is already done and organisations have the assurance that financial, technical and quality criteria have already been pre-qualified and that the process is fully transparent and compliant with all OJEU requirements.

Very often frameworks are free to access and services can be procured quickly and efficiently saving organisations thousands of pounds. Frameworks can often be tailored to individual organisations requirements, creating an almost bespoke approach to procurement. 

Horbury Property Services are approved on a growing list of publicly available frameworks which operate nationally and cover a variety of trades and compliance activities.

Fusion 21 - Fusion 21 operate a long established FM Framework that is available nationally. Horbury Property Services are appointed to the Passive Fire Safety Systems framework which runs until March 2021. The framework covers inspection and maintenance of fire doors, compartmentation inspection and sealing and fire stopping as well. Work can be procured using a call off basis with pre-agreed rates, or through a mini-competition process.

NHS Shared Business Services -  NHS Shared Business Services is a  public sector focused FM framework available to all public bodies (Local Government, Universities, Housing Associations etc). The four year national framework commenced in August of 2017 and is divided into a number of lots. Horbury Property Services are pre-qualified for the following lots:

  • Fire Doors
  • Flooring
  • Ironmongery
  • Fabric Maintenance
  • Re-lamping
  • Partitioning

Coventry City Council - Horbury Property Services have recently been appointed to the Ceilings and Partitions framework operated by Coventry City Council. The framework commenced in October 2017 and operates for two years with a possible two year extension and is available to a number of partnering local authorities in and around the Coventry area. The framework sets out agreed rates for standard installations that can be quickly called off by the participating local authority, ensuring an efficient value for money service is always available.

Leeds Beckett University - Horbury Property Services were appointed to the Flooring Services Framework in July 2017 which operates for a period of two years. We provide reactive and planned flooring works to all Leeds Beckett University sites across two campus within the city.
